mb_check_encoding is crashing when first argument given an empty array.
It is also "Process exited with code 139" on https://3v4l.org/Yd42T

Test script:
---------------
var_dump(mb_check_encoding(array()));

Expected result:
----------------
bool(true)

Actual result:
--------------
Segmentation fault
