When Apache is compiled with the PHP from the Latest CVS (3.0.4 is the php_version.h [ was 3.0.4-dev but it changed a few minutes ago] ), one only gets "Forbidden" from all pages.

PHP is being compiled with PostgreSQL and MySQL support.

This can't be a PHP problem.  It is an Apache configuration issue.
