The problem arises when trying to build inclued:

PECL/inclued is just not ready for PHP 7, which is not surprising
considering that the latest release has been made nearly six years
ago.  Gopal, are there plans for PHP 7 compatibility?

I have tried to install inclued now on 14.04. with PHP 5.5 but had to discover that the inclued 1.03 version suffers from a bug as well.
Somehow, svn.php.net seems to be shut down, so I cannot download the bugfix.

Has anyone still got the latest version of inclued?

The package is obviously unmaintained; I'm suspending this ticket
until a new maintainer steps up.
