The sample php.ini files show these lines 

; Directory in which the loadable extensions (modules) reside.
; http://php.net/extension-dir
; extension_dir = "./"
; On windows:
; extension_dir = "ext"

This led me to try 
extension_dir = "c:\php\ext"   - which of course did not work!!

It took several hours to realise that correct is
extension_dir = c:\php\ext   ie no quotes - which all worked.

This is minor but easy to fix.....

I'm not sure what you had wrong before but quotes work just fine.

And, assuming that PHP was installed in C:\php, then the documented

extension_dir = "ext"

works just fine as well.
