Description:

It seems that shared.php.net is unavailable since yesterday. This
causes wiki.php.net to be presented without several rather
important CSS rules.

The hosting provider is experiencing hardware issues which is why the VM hosting shared.php.net is currently unavailable.

Feedback from a ticket sent to the service provider (which contradicts what mj appears to have been told, but these things happen):

Either way, as far as I can see, shared.php.net has been available for a while now so marking this bug as fixed.
