NetBSD package system pkgsrc maintains several patches, which we'd like to feed upstream. This is one of them.

The configure check for recode is incorrect, the symbol program_name needs to be provided by the program by recode 3.5 and 3.6.

Without this extension builds, but fails to load.

The recode extension is unbundled as of PHP 7.4.0, and has been
moved to PECL.  However, it is no longer maintained.  I suspend
this ticket, until a new maintainer is found.
