The mSQL extension has been removed since PHP 5.3. The documentation probably should have also a warning that it is no longer used:
http://php.net/manual/en/book.msql.php

Similar to the mysql extension and other removed extensions.

The mSQL documentation has been completely removed from the manual
in the meantime.  For MySQL it is documented that it is deprecated
as of PHP 5.5.0 and removed as of 7.0.0[1].
