Compiling and installing as apache module on a sparc solaris7 system
 ./configure  --with-apxs=/opt/apache_1.3.11SSL/bin/apxs --enable-versioning --with-mysql=/opt/mysql-3.22.32/ --enable-track-vars --prefix=/opt/php-4.0.3 --enable-safe-mode --with-exec-dir=/opt/php-4.0.3/exec/ --with-config-file-path=/opt/php-4.0.3/conf/

Configuration log says :
checking whether to enable safe mode by default... yes
checking for safe mode exec dir... /opt/php-4.0.3/exec/

running phpinfo() says :
safe_mode                      Off                                Off
 safe_mode_exec_dir         1                                   1

Try deleting php.ini from the path you have
configured it to be in, restart apache and
try phpinfo() again. php.ini overrides any
option set in configure.
