It reads: 
"As of PHP 5.4, anonymous functions may be declared statically. This prevents them from having the current class automatically bound to them. Objects may also not be bound to them at runtime."

However both examples provided are using a PHP 7+ syntax of declaring and instantly calling a function. This requires some clarification.

Also anonymous classes are available only as of PHP 7.0.0.

A feature that is available as of PHP 5.4.0 should not be exemplified
by code requiring a newer version, even though the example would be
less verbose.

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.
