As of PHP 5.5.0 the $ignore_transparent parameter of imagerotate()
is unused[1].

We can't fix this without patching the bundled libgd (what I'd
rather avoid), because it doesn't yet support the
ignoretransparent parameter for the general rotation functions[2].

Therefore I'm going to fix the documentation in this regard for
now.
