The IntlChar class synopsis is missing IntlChar::NO_NUMERIC_VALUE which was added in 7.0.6. 

The IntlChar::getNumericValue() docs reference the magic value float(-123456789) rather than instructing users to use IntlChar::NO_NUMERIC_VALUE.
