It appears that a lot of things under-the-hood in PHP 7.1 have broken, so that this bug report is more than just 'won't compile' - it's 'totally won't work at all'.

After doing the simple fix of the include filename, a large number of redefinition and structural changes appear:

As this is beyond my skill level to fix, and it appears to have been broken for over a year, should this package be officially deprecated?

Same error with PHP 7.2.7, memcache 2.2.7, on macOS 10.13.5 (17F77).

Tried both with and without session support enabled. Just pasting the final lines to limit the noise:
