Description:

PHP 5.4 has reached its EOL in September 2015. However,
windows.php.net/download still offers PHP 5.4.45 for download. In
my opinion, that version should be removed, as its still available
in the archive.

Done. 5.4 is removed from the website listing, zipballs are still available directly.
