Description:
------------
The timezone America/Montevideo is wrong. It changed to summer time yesterday (is gmt -2 now), but starting this year Uruguay (the country where Montevideo is) is not using summer time anymore. The right gmt is -3 all year long. This is the decree: www.eficienciaenergetica.gub.uy/archivo/marco_legal/DEC._802_15_DEROGA_DECRETO_CAMBIO_HORARIO.pdf
