The time information returned from strtotime when working with KST is incorrect.

Test script:

$ TZ=Asia/Seoul php -r "print date('r',  strtotime ('Aug 25 2015 0700 KST'));"


Expected result:
----------------
Tue, 25 Aug 2015 07:00:00 +0900

Actual result:
--------------
Tue, 25 Aug 2015 08:00:00 +0900
