Hannes (who is one of the lead developers of pecl/mongo) answer
says it all.

So we have to expect that PHP 7.0 will be released without mongodb support for production use? Isn't it was broken because of a bug?
 [2015-08-22 17:04 UTC] cmb@php.net
No, apparently there is no bug, but rather pecl/mongo does not (and will not)
support PHP 7. Have a look at the development of pecl/mongodb.
