Description:
------------
Could the build_url function be moved into PHP core/main?
IMO the function is quite useful and having it in a PECL extension makes it quite a bit harder to use / install.

Adding pecl/http to core has been declined, see https://wiki.php.net/rfc/pecl_http

Hi Mike,

It was only about the build_url function, not about pecl_http entirely..
