NEWS file date for 5.5.21 release is there as "22 Jan 2014, PHP 5.5.21" but we are on 2015.

Looks like this got fixed on PHP-5.5 at some point, but presumably after PHP-5.5.21 was branched.

Julien (or David), can you fix this (or approve me doing it), please? I don't want to push to a release branch without RM approval.

We can fix that, but the tag has been sent with 2014 date, and so the date in the official release tag will be 2014.
However, I will fix the announcement to be 2015 obviously.
