Even when PHP is compiled on a 64 bit system, xmlrpc fails to properly handle integers of this size.

There are two changes necessary to achieve this. the xmlrpc extension needs to start using proper types while parsing input. And the <i8> tag should be handled properly as it has become common for representing 64bit integers in numerous XMLRPC implementations.
