Whenever OCIPLogon is called, is should not only give you an existing handler for the connection.  It should also perform a "ping" for that connection, to make sure that it hasn't timed out.  And if the connection was dropped or closed by the server, it should reconnect.

I consider this a must for the persistent connections.
