I don't even know where that box is hosted, no such info in the zone file or the 
wiki.

From what I can see from php.net.zone at http://git.php.net/?
p=systems.git;a=blob;f=php.net.zone

I see windows.php.net is hosted at 195.8.208.241, a quick whois shows it is hosted 
by Sohosted B.v. in the Netherlands.
