The site is not loading, looks like some scripts on static.php.net do not load.

Eventually when those time out it loads, plain text, but no css or images seem to get loaded.

Take a look at the test scripts section, but non of the pages in the documentation load in a timely manner, 1m+ Located in Canada,Ontario.

The server that hosts static.php.net is currently down. It is being worked on, 
but there's no ETA for restoration at present.
