Starting from a couple of days ago, php.net goes down very often almost every 
day.

Bug #63128 makes it even more annoying, as searches on any mirror redirect to the 
main site, making the mirrors half useless

I know Rasmus and Dan have been looking into this, but I'm not sure there's a root cause known yet.
