Description:
------------
The page: http://us1.php.net/manual/en/function.user-error.php

States that the function is compatible with PHP4, PHP5, and aliases trigger_error(), however trigger_error shows that is is available from PHP 4.0.1.

Suggested change: Change version on the top of user_error() to read:

(PHP 4 >= 4.0.1, PHP 5)

user_error() was actually in PHP 4.0.0; it was renamed to trigger_error() in PHP 4.0.1, per https://github.com/php/php-src/blob/php-4.0.1/NEWS.
