The second parameter in the Description text for the method is mis-named "name", it should be "qualifiedName" to match the variable name used in the parenthesis.


void DOMElement::setAttributeNS ( string $namespaceURI , string $qualifiedName , string $value )
------------
Sets an attribute with namespace namespaceURI and name [qualifiedName] to the given value. If the attribute does not exist, it will be created.

I'm not sure when this was fixed, but it has been fixed so closing the bug ...
