This is my string to configure:
./configure  --with-apache=../apache_1.3.12 --enable-track-vars 
then I type:
[root@proxy php-4.0.1RC]# make

Have you compiled new kernel recently?
Or if you haven't have you installed kernel-devel rpms?

The user's system is messed up.
Missing devel-rpms and symlinks missing or pointing
to wrong directories..
