3.1.14, reverting back to 3.1.13 works fine. Addendum to above, i am compiling with IPC shm memory support.

Yeah, we have gotten a couple of reports of issues with 3.1.14 now. I should pull 
it from pecl.

APC is no longer supported in favor of opcache that comes bundled with PHP, if you wish to use the user cache, then look at PECL/APCu.
