The "No candidate servers found" error is not documented, but is an error thrown 
with a MongoConnectionException in v1.3.x.

I get the same error thrown in PHP 5.3.3, Mongo pecl extension 1.3.x (including 
the latest one).

The fix for this bug has been committed.
