Fedora Packaging Guidelines requires that each RPM includes the LICENSE file, when provided by upstream, and to request for it when missing.

So I do.

@ramus : sorry to reopen, but this RFC is not about PHP but about the UUID PECL extension.

But how is it missing? The LGPL file is included in svn and there is a link to it 
from package.xml.

The fix for this bug has been committed.

Snapshots of the sources are packaged every three hours; this change
will be in the next snapshot. You can grab the snapshot at
http://snaps.php.net/.
