PECL ares's test cases seems broken as some ip addresses changed.

# 001.phpt
* fix ip addresses
* callback for ares_process_all doesn't keep orders. call ares_process_all each 
time.

# 002.phpt
* remove ru subdomain as that domain sometimes down.
