Description:
------------
The documentation for pg_query_params() states that parameters which are
NULL (PHP-NULL) get passed to the database as NULL (SQL-NULL). That's not actually what happens.

PHP actually converts NULL to the empty string. See bug: 62998

(Imho, the current documented behaviour explains what PHP should actually do; nevertheless, the docs should reflect reality, rather than the spec).
