I see that there are several functions that can load an image from memory in the original C++ version:
HPDF_LoadJpegImageFromMem()
HPDF_LoadPngImageFromMem()
HPDF_LoadRawImageFromMem()

It would be really helpful to have these in the php compilation too.

The haru package have not had a release since 2012 and no development since, its safe to say that this package is no longer maintained, if development picks back up then this report should be re-opened
