Configuring the error_reporting directive in php.ini to deactivate E_STRICT 
won't work unless you use the numerical form.
For example, this will not work:

error_reporting = E_ALL & ~E_DEPRECATED & ~E_STRICT

but this will work:

error_reporting = 5111

I can reproduce this problem on FreeBSD 8.2 and 8.1, running PHP 5.4.3 and PHP 
5.4.4. I have not tested this issue on another OS.

Expected result:
----------------
# php -r 'phpinfo();' | grep error_reporting
error_reporting => 5111 => 5111


Actual result:
--------------
# php -r 'phpinfo();' | grep error_reporting
error_reporting => 22527 => 22527
