I wouldn't even call this a bug but I thought someone might want to know since it 
should be a simple fix.

On the User-defined functions page there is no lower navigation:

http://www.php.net/manual/en/functions.user-defined.php

The upper nav bar is there, but the page just ends with user contributed notes 
after Example #4.

If there are less then 2 user comments we don't show a navigation bar above them

That makes sense. Now I understand why I keep seeing some pages with lower nav 
and others without.
