As of at least gd-1.8.3, the gd library NO LONGER supports GIF.  The main gd web site even states that calls to functions like "gdImageGif" need to be changed to "gdImagePng" (or something like that).

You need to completely remove all remnants of your older versions of gd before installing PHP & a newer version of gd.
