The ReflectionFunction class defines a constant IS_DEPRECATED which is not used anywhere. There is a method ReflectionFunction::isDeprecated() but it doesn't use this constant.

ReflectionFunction::IS_DEPRECATED has been introduced with commit
941b065[1], likely in preparation for something like
ReflectionFunction::getModifiers() (which would presently make not
much sense, though, since the only function modifier is
ZEND_ACC_DEPRECATED).  It can already be used with
ReflectionMethod::getModifiers(), but should probably be moved to
ReflectionFunctionAbstract, which would be a BC break, though.
