Description:
------------
It's a minor issue but trying to find information on ussage of
PECL. Went to the support site:
http://pecl.php.net/support.php

Saw in the main menu a link for 'Tutorials':
<a href="#tutorials">Tutorials</a>

However there is no header or reference for this hash on the
page.

Reproduce code:
---------------
<a href="#tutorials">Tutorials</a>

Expected result:
----------------
Expected behavior is to jump to a section with tutorial
information.

Actual result:
--------------
Stays on page as no anchor to reference.
