I added a note to the require function (http://ca.php.net/manual/lang-const09.php3).  The note went in just fine but the date is at or near the beginning of the Unix epoch (31-Dec-1969 07:12).  I think you've got a bug in your time retrieval function.

Fixed. It was a faulty SELECT statement.
