Download the tar.gz file and manually install direct from the tar.gz file

wget http://pecl.php.net/get/perl-1.0.0.tgz
pecl install perl-1.0.0.tgz

A slightly more system independant method (I found a system where the previous instructions failed on a package.xml error)

wget http://pecl.php.net/get/perl-1.0.0.tgz
tar zxf perl-1.0.0.tgz
cd perl-1.0.0
phpize
./configure
make install

You will still need to enable the extension in php.ini or /etc/php.d depending on how your system is configured

The perl package has had no activity for at least 4 years, so I'm gonna consider it dead. If a new maintainer decides to pick this back up, he/she can re-open the report
