php.ini is ignored.  I have tried placing the file in \WINNT, wwwroot (PWS 4.0) and the directory that the php files are in.  I then created the PHPRC environment variable to point to C:\WINNT.  Nothing has worked.  When I execute phpinfo(), none of the modifications made to php.ini are reflected in the output.  It appears to be outputting a default configuration.  I modified doc_root, extension_dir, browscap, etc., but ?no value? is displayed.  ?Configuration File Path? shows ?php.ini?, not ?C:\WINNT\php.ini? as I would expect after setting the PHPRC environment variable.  PHPRC is displayed properly under the ?Environment? heading.  I have made no modifications to the source code and have not done a rebuild.  I am using everything ?out of the box? as downloaded.
