The cli_arg_typ_filenew function incorrectly creates the full path to a file.

if you pass in -f of "test.phar"

cli_arg_typ_filenew will return

"/my/path/to/direst.phar"

as $d will be "." so strlen($d) == 1 and substr($args,1) will be "est.phar"

This bug has been fixed in CVS.

In case this was a documentation problem, the fix will show up at the
end of next Sunday (CET) on pecl.php.net.

In case this was a pecl.php.net website problem, the change will show
up on the website in short time.
