It would be nice to have a feature on the PECL website. People could review extensions and tell their opinions.

This might give some comfort for the management type of persons who are deciding whether to install extension XYZ or not.

you mean like commenting the packages or the user notes on the 
php.net documentation, or something more complex?
for bugreports and feature requests, the issue tracker should 
be used of course.

Presumably, in which case I don't think this is a good idea, since
this requires quite some administrative effort, and we already
don't do enough wrt. the user notes.
