When I try to enable hidef on PHP 5.2.1 win32 version, I find that it is disabled by default

You could try the CVS version of hidef, it has the hidef.ini_path which you can set to something sane for win32.

Secondly, if you're using win32 ... there's a *LOT* of other optimisations you're missing in a lot of places (hidef, apc and in php itself).
