The "assigned to" field is restricted to 16 characters, and thus, I cannot assign a bug to myself (login fredericpoeydomenge : 19 chars)

The result is that on my user information page, I'm appearing to have fixed 0 bugs (http://pear.php.net/user/fredericpoeydomenge)

The database field now takes up to 20 characters, which is the maximum length of developers' usernames.
