Add spellchecker to package release interface in "review after upload phase". Bug, which causes a lot of gramma errors in package descriptions.

Run it locally. It is going to be a nightmare to keep up to date with all possible special words.

1. It is not a job of a spellchecker to maintain termbase or fix errors automatically. People can perfectly distinguish between a term and common mistake. They just need a hint - it is where spellchecker needed.
2. I doubt many developers have these installed (at least I do not possess any).
3. It is not a nightmare if you make it right and delegate the task to community.
