When I try to install the PS package under Windows XP (with the command prompt), I type:

pear install ps-1.3.3

then it tells me this (no matter what package I use, even earlier versions of ps):
3 source files, building
ERRROR: The DSP ps.dsp does not exist.

I have not found anything on the Internet about DSP files... :-S

Please help!!!

Sorry I can't because I have neither a win32 system nor the knowledge to write dsp files. Besides that, installing the php extension won't be enough, you will have to install pslib first.
