In the PDO-0.3.tgz (latest download from website) there is no license file.

pdo.c indicates that the php license v3.0 should be included as the file LICENSE.

That text is boilerplate taken from the core PHP distribution.
It also points you at the current license on the web.
We're not going to bundle a license file with PDO since it uses the well known PHP license; the licensing statements on the web and in the source code are sufficient.
