as discussed in http://pecl.php.net/bugs/bug.php?id=1665
apc give no good for cli

i suggest:
apc.enabled_for_cli_cgi=0 // default to 0
only need set to 1 for easy debugging apc

look mmcache code for how to check cli/cgi
