Per Toby, I am opening a bug report on PEPr (even though this is an 
aesthetic issue and not a code failure).  The comments field is too small; 
my suggestion is to make the "votes" box go wide (like Timeline) and 
then put "Comment on this proposal" below that (also wide).

This bug has been fixed in CVS.

In case this was a documentation problem, the fix will show up at the
end of next Sunday (CET) on pear.php.net.

In case this was a pear.php.net website problem, the change will show
up on the website in short time.
