With the main issue being the inability to save. It allows anonymous people to 
edit said files, but not save the changes. This is a source of frustration.

It's been 5.5 years...

Thank you philip, this is exactly the case. Even logged in with GitHub, it does not let me save edits to a file that an anonymous user has edited.

It is no longer possible to use edit.php.net unless you have a
php.net account; instead, submitting pull requests[1] is preferred
now.  So this ticket is obsolete.
